IP Rights During a Pandemic- To Pool, Pledge, License or Waive

Now the race for the vaccine has been won, and we have 3 working vaccines. The next major battle against Covid-19 is the successful distribution of them.  Major pharmaceutical companies came together collaboratively to win the first battle, so why is the second proving so hard?

With varying governmental organisations and charities now calling for the waiving of Intellectual Property rights for the vaccines, is this really the answer to solve the problem? Why are some countries finding it difficult to procure the number of vaccines needed? Is there a way to strike a balance between the needs of the consumers and the needs of the producers of the vaccines?
